<p>He said this while addressing the inaugural ceremony of the “Renewable Solar Power On-Grid Rooftop” initiative at the Jatiya Sangsad (JS) Bhaban here this morning.</p>

<p>“Today we are inaugurating an initiative that is not only a power generation project, but also a symbol of Bangladesh’s sustainable future,” the premier said.</p>
<p>He added, “Through the inauguration of the one-megawatt rooftop solar power system at the Sangsad Bhaban, we will be able to give a clear message that Bangladesh is steadily advancing toward clean energy, a green economy and a self-reliant energy system.”</p>
<p>At the request of the Prime Minister, JS Speaker Major (retd) Hafiz Uddin Ahmad, Bir Bikram, formally inaugurated the “Renewable Solar Power On-Grid Rooftop” initiative.</p>
<p>At the event, Tarique Rahman, also ruling BNP chairman, said that the Jatiya Sangsad Bhaban, designed by Louis I. Kahn, is undoubtedly a symbol of the country’s democracy.</p>
<p>“Today, by utilizing solar energy on the rooftop of this building, we are trying to demonstrate that leadership must be reflected not only in policy but also in practical action,” he said.</p>
<p>Noting that Bangladesh is trying to achieve self-reliance in the energy sector, the premier said, &#8220;Our economy is expanding, industrialization is increasing and electricity demand is also rising rapidly. But at the same time, we must acknowledge that Bangladesh is one of the world&#8217;s most climate-vulnerable countries due to climate change impacts.&#8221;</p>

<p>Mentioning sea-level rise, erratic rainfall, cyclones and river erosion as everyday realities, Tarique Rahman said, &#8220;That&#8217;s why moving toward sustainable energy is no longer just an environmental responsibility; it has become an essential part of our economy and national security. Solar energy is the brightest aspect of that potential.&#8221;</p>
<p>He noted that Bangladesh receives on an average of 4.5 and 5 kilowatt-hours of solar radiation per square kilometer every day, saying, &#8220;Our countless rooftops, industrial areas, open lands and coastal regions hold enormous potential for renewable energy.&#8221;</p>
<p>&#8220;Over the past decade, the global cost of solar power generation has significantly declined globally. As a result, solar energy is now not only environmentally-friendly but also an economically effective solution. Today&#8217;s project is part of that broader journey,&#8221; he added.</p>
<p>&#8220;I firmly believe this initiative at the JS Bhaban will inspire all public and private institutions across the country. If every institution and every citizen joins this journey toward clean energy, Bangladesh can, InshaAllah, very quickly become a model state of green and sustainable development.&#8221;</p>
<p>Power, Energy and Mineral Resources Ministry Iqbal Hassan Mahmood, State Minister Aninda Islam Amit and Chief Whip of JS Nurul Islam Moni were on the podium during the inaugural ceremony.</p>
<p>Besides, cabinet members, JS whips, lawmakers, parliament secretariat officials and members of the Prime Minister&#8217;s Press Wing and officials were also present on the occasion.</p>

				<content:encoded><![CDATA[<p>US forces attacked missile sites in southern Iran and boats trying to lay mines on Monday, US Central Command said, imperiling a fragile ceasefire and casting new doubt on a deal to end the Middle East war.</p>
<p>The strikes came as top Iranian negotiators arrived in Doha for the latest round of talks to end the months-long conflict, and as the Israeli military stepped up hostilities with Iran-backed Hezbollah in southern Lebanon.</p>
<p>Oil prices fluctuated in the wake of the US strikes, which may threaten any agreement to reopen the Strait of Hormuz, where an Iranian blockade has choked global fuel supplies.</p>
<p>&#8220;US forces conducted self-defense strikes in southern Iran today to protect our troops from threats posed by Iranian forces,&#8221; Tim Hawkins, a US Central Command spokesman, said in a statement.</p>
<p>It gave no details of the attacks and said only that the targets included missile launch sites and boats trying to &#8220;emplace mines.&#8221;</p>
<p>Iran&#8217;s state-run broadcaster IRIB reported several loud explosions were heard in the vicinity of Bandar Abbas at around midnight local time (2030 GMT Monday).</p>
<p>It added the situation in the southern port city was normal and local authorities were investigating the cause of the blasts.</p>
<p>The strikes threatened a ceasefire that began April 8 as the United States and Iran struggle to reach an accord to end a war that has rattled the global economy with a severe disruption of energy flows.</p>
<p>Oil prices remained below $100 on Tuesday morning, with West Texas Intermediate dropping more than five percent while international benchmark Brent crude was up.</p>
<p>Hopes of an accord took another blow when Israeli Prime Minister Benjamin Netanyahu vowed to &#8220;crush&#8221; Hezbollah in Lebanon. Iran has demanded that any peace accord apply to the fighting in Lebanon as well.</p>
<p>Trump also said in a social media post he expected Iran to hand over its enriched uranium to the United States to be destroyed, or have it destroyed in Iran with an international witness.</p>
<p>&#8220;The Enriched Uranium (Nuclear Dust!) will either be immediately turned over to the United States to be brought home and destroyed or, preferably, in conjunction and coordination with the Islamic Republic of Iran, destroyed in place or, at another acceptable location, with the Atomic Energy Commission, or its equivalent, being witness to this process and event,&#8221; Trump wrote.</p>
<p>It was not clear whether he meant this would be part of a potential accord with Iran, and the commission he cited was abolished in 1974.</p>
<p>Earlier Monday, Trump said it should be mandatory for Saudi Arabia, the United Arab Emirates, Qatar, Pakistan, Egypt, Turkey, Bahrain and Jordan to sign up to the Abraham Accords, a set of agreements brokered in 2020 with nations historically hostile to Israel, as part of a peace deal with Iran.</p>
<p>Trump said he had spoken to the leaders of those countries Saturday about efforts to end the war. Bahrain and the UAE have already signed the accords, along with Morocco and Sudan.</p>
<p>The US-Iranian ceasefire has held while diplomats push for a negotiated settlement, although Iran has maintained controls on Gulf shipping through the Strait of Hormuz and the US Navy has sought to blockade Iran&#8217;s ports.</p>
<p>While the Abraham Accords were welcomed by some, they remain deeply unpopular in many parts of the Middle East &#8212; in part because they fail to address the Israeli-Palestinian conflict.</p>
<p>Gulf heavyweights like Saudi Arabia and Qatar have said they will never normalize ties with Israel unless an independent Palestinian state is created.</p>
<p>&#8211; &#8216;Going crazy&#8217; &#8211;</p>
<p>Anna Jacobs of the Arab Gulf States Institute in Washington said it was unlikely that Gulf nations would bow to Trump&#8217;s latest demand.</p>
<p>&#8220;The national security of the Gulf states has been threatened more than ever before because of President Trump&#8217;s reckless decisions, and he expects Arab states to thank him and to normalize relations with Israel, which they will not do at this stage,&#8221; she said.</p>
<p>Trump&#8217;s maximalist demand came after Secretary of State Marco Rubio suggested a deal could be reached within the day.</p>
<p>&#8220;We thought we might have some news last night, maybe today,&#8221; Rubio told reporters during a visit to New Delhi.</p>
<p>But Iran&#8217;s foreign ministry spokesman Esmaeil Baqaei poured cold water on hopes for a quick final settlement.</p>
<p>&#8220;It is correct to say that we have reached a conclusion on a large portion of the issues under discussion,&#8221; he told a weekly news briefing.</p>
<p>&#8220;But to say that this means the signing of an agreement is imminent &#8212; no one can make such a claim.&#8221;</p>
<p>&#8211; &#8216;Critical moment&#8217; &#8211;</p>
<p>Netanyahu said Monday that he had ordered the military to intensify its offensive in Lebanon, accusing Hezbollah of targeting Israeli forces with drone attacks.</p>
<p>&#8220;I have ordered an even greater acceleration of our operations,&#8221; Netanyahu said in a video statement posted on his Telegram channel.</p>
<p>The Israeli leader said Sunday that he and Trump had agreed that &#8220;any final agreement with Iran must eliminate the nuclear threat entirely&#8221; before peace was reached.</p>
<p>Iranian officials have stressed that, despite the longstanding US demand for an end to its uranium enrichment, talks on the issue of the Islamic republic&#8217;s nuclear program have been deferred until after an initial agreement.</p>

<h4 data-start="65" data-end="367">Through a gazette notification issued by the Contracts and Foreign Recruitment Branch of the Ministry of Public Administration of the Government of the People’s Republic of Bangladesh, a new appointment has been made to the position of Managing Director of <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Essential Drugs Company Limited</span></span> (EDCL).</h4>
<h4 data-start="369" data-end="689">The notification stated that the appointment has been made under the authority of the government in accordance with the <em data-start="489" data-end="514">Articles of Association</em> of the company under the Companies Act, 1994. Simultaneously, the previously assigned official has been relieved of his duties following the issuance of the new notification.</h4>
<h4 data-start="691" data-end="959">Renowned biochemist <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">A K Md. Ashrafuzzaman</span></span> has assumed responsibility as the newly appointed Managing Director. He possesses extensive administrative and professional experience and has made significant contributions to the health sector over the years.</h4>

<h4 data-start="1204" data-end="1663">It is worth mentioning that <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Essential Drugs Company Limited</span></span> is a 100% state-owned pharmaceutical company of Bangladesh. In 1962, it operated under the central government as the Government Pharmaceuticals Laboratory (GPL), and in 1979 its name was changed to Pharmaceuticals Production Unit (PPU). Later, in the interest of public health and effective institutional management, it was registered as a public limited company under the Companies Act, 1994.</h4>
<h4 data-start="1665" data-end="1969">The company operates under the Ministry of Health and Family Welfare of Bangladesh. Established in 1983, its primary objective was to develop an advanced pharmaceutical industry in the country, locally manufacture medicines, and ensure the supply and export of these medicines for public health purposes.</h4>
<h4 data-start="1971" data-end="2161">Over the years, EDCL has established a strong position in Bangladesh’s public pharmaceutical sector and has developed a solid platform to sustain growth and serve export markets effectively.</h4>

				<content:encoded><![CDATA[<p>The National Economic Council (NEC) today approved an Annual Development Programme (ADP) outlay worth Taka 3,00,000 crore for the 2026-27 fiscal year aiming to sustain inclusive economic growth, strengthen infrastructures, enhance social protection and accelerate climate-resilient development.</p>
<p>The new ADP for the fiscal year 2026-27 has been designed with a reform-oriented and inclusive development vision aimed at ensuring sustainable economic growth, balanced regional development and administrative modernization.</p>
<p>NEC Chairman and Prime Minister Tarique Rahman presided over the maiden meeting of NEC under the incumbent government held at the NEC Conference Room in the city&#8217;s Sher-e-Bangla Nagar area.</p>
<p>After the meeting, Finance and Planning Minister Amir Khosru Mahmud Chowdhury briefed reporters.</p>
<p>Adviser to the Prime Minister on the ministries of Finance and Planning Dr Rashed Al Mahmud Titumir, State Minister for Planning Zonayed Abdur Rahim Saki and Planning Secretary SM Shakil Akhter were present at the briefing.</p>
<p>Ministers, state ministers and secretaries concerned attended the meeting.</p>
<p>The meeting also gave policy approval to a strategic financial planning framework for the next five years, which is being prepared by an advisory committee under the General Economics Division (GED).</p>
<p>According to the Planning Ministry, the approved ADP outlay for FY2026-27 has been estimated around Taka 3,00,000 crore, of which Taka 1,90,000 crore will come from government financing while Taka 1,10,000 crore will be financed through foreign loans and grants.</p>
<p>The size of the ADP is larger than that of the current fiscal year, indicating the government&#8217;s growing investment and implementation capacity.</p>
<p>The new ADP also includes a significant number of fresh projects. A total of 1,277 new projects have been recommended by different ministries and divisions, while proposals have been made to include 80 projects under Public-Private Partnership (PPP) and 148 projects under the Bangladesh Climate Change Trust Fund.</p>
<p>The planning ministry said the programme clearly reflects increased emphasis on private sector participation and climate adaptation initiatives.</p>
<p>The ADP has laid special importance on accelerating project implementation and ensuring fiscal discipline. The implementation rate of development expenditure has increased notably in the current fiscal year, signalling improved execution capacity in public investment management.</p>
<p>Among the 15 sectors, the Local Government Division, Road Transport and Highways Division, Health Services Division, and Secondary and Higher Education Division received the highest allocations.</p>
<p>In addition, a special allocation of Taka 17,000 crore has been earmarked for social development assistance programmes aimed at protecting poor and marginalised communities.</p>
<p>A significant number of the newly approved projects are dependent on foreign financing, reflecting the confidence of international development partners in Bangladesh&#8217;s development process.</p>
<p>The meeting also directed the authorities concerned to complete projects scheduled for completion by June 2027 on a priority basis, while limiting fresh expenditures under expired projects to make development spending more effective and accountable.</p>
<p>The size of the ADP increased by 50 per cent compared to the revised ADP of the current fiscal year, with a 48.44-per cent rise in domestic resource allocation and a 52.78 per cent increase in external financing.</p>
<p>The fresh ADP prioritises poverty reduction, employment generation, women&#8217;s empowerment, regional balanced development, tourism, blue economy, green growth and improvement of people&#8217;s living standards through sector-based development interventions.</p>
<p>Planning Commission officials said the overall outlay under the proposed ADP would stand at Tk 3,08,924.83 crore if self-financed projects of autonomous bodies and corporations are included. Of the amount, Tk 1,98,923.93 crore would come from government and own financing sources, while Tk 1,10,000.90 crore would come from foreign loans and grants.</p>
<p>The programme includes 971 investment and survey projects with an allocation of Tk 1,78,914.63 crore and 107 technical assistance projects involving Tk 2,796.28 crore.</p>
<p>In addition, Tk 38,027.49 crore has been proposed under the &#8220;special development assistance&#8221; block allocation to support newly approved and ongoing projects during the fiscal year. Another Tk 17,000 crore has been earmarked for social development assistance.</p>
<p>The allocation in the new ADP showed that the transport and communication sector received the highest allocation of Tk 50,092.53 crore, accounting for 16.70 percent of the total proposed ADP.</p>
<p>The education sector received Tk 47,591.12 crore or 15.86 percent, while the health sector got Tk 35,535.50 crore, representing 11.84 percent of the total outlay.</p>
<p>The power and energy sector received Tk 32,691.54 crore or 10.90 percent, while the housing and community facilities sector got Tk 20,361.72 crore, accounting for 6.79 percent of the total allocation.</p>
<p>Together, these five sectors accounted for more than 62 percent of the total proposed sectoral allocation.</p>
<p>Among ministries and divisions, the Local Government Division received the highest allocation of Tk 33,735.10 crore or 11.25 percent of the new ADP.</p>
<p>The Roads and Highways Division got Tk 30,741.36 crore or 10.25 percent, while the Health Services Division received Tk 26,806.26 crore.</p>
<p>The Secondary and Higher Education Division got Tk 20,835.44 crore or 6.95 percent, while the Primary and Mass Education Ministry received Tk 19,440.59 crore or 6.48 percent.</p>
<p>The Power Division received Tk 14,938.66 crore or 4.98 percent of the total allocation.</p>
<p>Besides, the Science and Technology Ministry got Tk 17,403.74 crore, the Health Education and Family Welfare Division Tk 8,220.85 crore, the Shipping Ministry Tk 8,206.53 crore and the Water Resources Ministry a significant allocation under the proposed ADP framework.</p>
<p>The Planning Commission has also recommended prioritising projects aligned with the Sustainable Development Goals (SDGs), National Adaptation Plan (NAP), Nationally Determined Contributions (NDC), Green Climate Resilient Development (GCRD) strategy and the Delta Appraisal Framework (DAF).</p>
<p>Priority has also been suggested for projects with confirmed foreign financing, PPP initiatives, climate-resilient infrastructure and regionally balanced development.</p>
<p>According to the Implementation Monitoring and Evaluation Division (IMED), the ADP implementation rate during July 2025 to March 2026 stood at 36.19 percent, with total expenditure amounting to Tk 75,607 crore against the revised allocation of Tk 2,08,936 crore for the current fiscal year.</p>
<p>A total of 26 projects identified for completion in the current fiscal year will be carried over to the next fiscal year.</p>

The chief guest of the program was Md. Alamgir Hossain, Director General of the Directorate General of Drug Administration (DGDA) and additional secretary of Bangladesh government. On the occasion of his appointment as Director General, he was accorded a reception as an alumnus of the Department of Pharmacy.</h4>
<h4>In his speech, the chief guest emphasized that young pharmacists should prepare not only for careers in pharmaceutical companies but also for positions in various government sectors. He noted that this would contribute to the overall development of the healthcare system and help ensure the rights of pharmacists.<br />
He further stated, “My salary is paid by the people; therefore, my primary goal is to ensure safe medicines and serve the people.”<br />
Highlighting the potential of Bangladesh’s pharmaceutical industry, he mentioned that if local pharmaceutical companies can achieve ML-3 (Maturity Level 3), the country’s medicine export sector will be further strengthened, enhancing Bangladesh’s position in the global market.<br />

<h4>অনুষ্ঠানে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন ওষুধ প্রশাসন অধিদপ্তরের নবনিযুক্ত মহাপরিচালক, বাংলাদেশ সরকারের অতিরিক্ত সচিব মোহা. আলমগীর হোসেন। ওষুধ প্রশাসন অধিদপ্তরের মহাপরিচালক হিসেবে নিয়োগ পাওয়ায় ফার্মেসি বিভাগের অ্যালামনাই মোহা. আলমগীর হোসেনকে এই সংবর্ধনা প্রদান করা হয়।</h4>
<h4>প্রধান অতিথির বক্তব্যে মহাপরিচালক মোহা. আলমগীর হোসেন বলেন, “নবীন ফার্মাসিস্টদের ফার্মাসিউটিক্যাল কোম্পানিতে চাকরির পাশাপাশি সরকারের বিভিন্ন দপ্তরে চাকরির জন্যও প্রস্তুতি নিতে হবে। এতে করে দেশের স্বাস্থ্য খাতের উন্নয়নের পাশাপাশি ফার্মাসিস্টদের অধিকার আদায়েও গুরুত্বপূর্ণ ভূমিকা পালন করা সম্ভব হবে।”</h4>
<h4>তিনি আরও বলেন, “আমি বাংলাদেশ সরকারের জনপ্রশাসন মন্ত্রনালয় এবং বিভিন্ন মন্ত্রনালয়ে দায়িত্ব পালন করার কারনে দেশের ৬৪ জেলার সকল জেলা প্রশাসকদের সাথে এবং সকল বিভাগীয় কমিশনারদের সাথে সুসম্পর্ক রয়েছে, তাই  ওষুধ প্রশাসন অধিদপ্তরের মহাপরিচালক হিসেবে আমার আইন প্রয়োগ করা এবং নিয়ন্ত্রণ করা সহজ হবে, জনগণের টাকায় আমার বেতন। তাই নিরাপদ ওষুধ নিশ্চিত করে জনগণের সেবা করাই আমার মূল লক্ষ্য।”</h4>
<h4>বাংলাদেশের ওষুধ শিল্পের সম্ভাবনা নিয়ে তিনি বলেন, দেশের ফার্মাসিউটিক্যাল কোম্পানিগুলো যদি ML 3 পর্যায়ে উন্নীত হতে পারে, তবে ওষুধ রপ্তানি খাত আরও সমৃদ্ধ হবে এবং আন্তর্জাতিক বাজারে বাংলাদেশের অবস্থান আরও শক্তিশালী হবে।<br />
অনুষ্ঠানে উপস্থিত অন্যান্য অতিথিরা মহাপরিচালকের কর্মময় জীবনের সাফল্য কামনা করেন এবং দেশের ওষুধ শিল্পের উন্নয়নে তাঁর নেতৃত্বে আরও অগ্রগতি প্রত্যাশা করেন।</h4>

<h4>ফার্মেসী বিভাগের চেয়ারম্যান অধ্যাপক ড. জাকির আহমেদ চৌধুরী ধন্যবাদ জ্ঞাপন করেন। ক্লিনিক্যাল ফার্মেসী ও ফার্মাকোলজি বিভাগের প্রভাষক মোকাদ্দাস ফ্লোরা অনন্ত এবং ওষুধ প্রযুক্তি বিভাগের প্রভাষক ফারিয়া নাসরিন অনুষ্ঠান সঞ্চালন করেন।</h4>

<p>Information and Broadcasting Minister Zahir Uddin Swapon, State Minister Yasser Khan Choudhury, Prime Minister&#8217;s Adviser Dr Zahed Ur Rahman and Editors&#8217; Council President and the New Age Editor Nurul Kabir, General Secretary and the Banik Barta Editor Dewan Hanif Mahmud, The Daily Star Editor and Publisher Mahfuz Anam, The Financial Express Editor Shamsul Huq Zahid, Manab Zamin Editor Matiur Rahman Chowdhury, Prothom Alo Editor Matiur Rahman, Dainik Inqilab Editor AMM Bahauddin, Suprobhat Bangladesh Editor Rusho Mahmud and Dainik Karatoa Editor Mozammel Haque Lalu were present at the meeting.</p>
<p>Prime Minister&#8217;s Press Secretary AAM Saleh Shibly and Additional Press Secretary Atikur Rahman Ruman were also present at the meeting.</p>
<p>The Prime Minister also joined a luncheon with the Editors&#8217; Council leaders.</p>
